Following the conclusion that the proposed Unshell Directive to combat tax avoidance could lead to overlaps with the execution of the DAC6 EU Directive requiring the disclosure of cross-border transactions, the EU Council has decided to stop the imposition of the Unshell Directive in order to avoid extra administrative volume of work and duplication of reports.

Instead, the EU Council has decided to amend the DAC6 Directive in order to reach the same target, and this could be the beginning of a shift in EU policy focusing more on amending the existing EU legal framework rather than increasing it.
